New Species of Monkey discovered...Nairobi, Kenya (CNN)


Scientists are claiming they have discovered a new species of monkey living in the remote forests of the Democratic Republic of Congo -- an animal well-known to local hunters but until now, unknown to the outside world.

In a paper published Wednesday in the open-access journal Plos One, the scientists describe the new species that they call Cercopithecus Lomamiensis, known locally as the Lesula, whose home is deep in central DR Congo's Lomami forest basin. The scientists say it is only the second discovery of a monkey species in 28 years.

In an age where so much of the earth's surface has been photographed, digitized, and placed on a searchable map on the web discoveries like this one by a group of American scientists this seem a throwback to another time.

"We never expected to find a new species there," says John Hart, the lead scientist of the project, "but the Lomami basin is a very large block that has had very little exploration by biologists."

Hart says that the rigorous scientific process to determine the new species started with a piece of luck, strong field teams, and an unlikely field sighting in a small forest town.

"Our Congolese field teams were on a routine stop in Opala. It is the closest settlement of any kind to the area of forest we were working in," says Hart.

The team came across a strange looking monkey tethered to a post. It was the pet of Georgette, the daughter of the local school director.

She adopted the young monkey when its mother was killed by a hunter in the forest. Her father said it was a Lesula, well-known to hunters in that part of the forest. The field team took pictures and showed them to Hart.

"Right away I saw that this was something different. It looked a bit like a monkey from much further east, but the coloring was so different and the range was so different," said Hart.

The monkey to the east is the semi-terrestrial owl-faced monkey. Based on the photos, Hart believed that their shape and size could be similar, but their morphology or outward appearance was very distinct.

Jonathan plans big reception for Paralympic team on Saturday



President Goodluck Jonathan has directed that the Paralympic team that won medals for Nigeria at the just concluded games in London be brought to Abuja and accorded a special reception on Saturday.

The Minister of Information, Labaran Maku, who disclosed this to state house correspondents after the Federal Executive Council meeting in Abuja, said that equally to be accorded a special reception are the members of the Falconets, who also did Nigeria proud at the female world cup competition in Japan.

“The president has already sent special commendation to the team and all Nigerians are very proud of their performance in London. It has indeed wiped away our tears from the performance of the able bodied Olympic team,” Mr Maku said.

The Minister said the performance of the Paralympic team shows that there is talent in everyone.

“The message the Paralympic team has shown Nigerians is that we need greater passion in the things we do. If I look at the faces of those athletes during the competition and you look at their total absorption and interest and passion and commitment to the national flag throughout the tournament, you could see that there is a big difference in terms of their desire and commitment to win.

“Let me also say that the performance of this team tells us that every citizen is important and that there could be greater talent in the physically challenged than those of us who will always think that we are physically abled,” he said.

The minister said he believes that as President Jonathan receives the team on Saturday “the signal will clearly go to all Nigerians that no matter your physical challenges you can give this country greater honour; greater contribution to its development than any other citizen.”

There were angry reactions on Tuesday following the low profile reception accorded the triumphant Paralympics team when they arrived the country after winning a total of six gold medals in the London Olympics event.

The athletes, who were transported home by their various federation buses, said they should be accorded same respect and recognition as their able bodied counterparts.

Nigeria finished 22nd position in the overall medal table with a total of 13 medals comprising six gold, five silver and two bronze medals.

LIKE A PRODIGAL SON; PDP readmits Fayose


The Peoples Democratic Party (PDP) on Wednesday readmitted former Ekiti State governor, Ayo Fayose into the party.

The PDP’s National Publicity Secretary, Olisa Metuh, who disclosed this in a press release sent to Channels Television, said the decision to readmit Mr Fayose was taken at the party’s National Working Committee’s (NWC) 315th regular meeting held on Wednesday 12th September 2012.

“The NWC ratified the readmission of His Excellency, Dr. Peter Ayo Fayose into the Party with effect from 14th September 2011. The NWC also approved a waiver for Dr. Fayose in line with the provision of Article 8(a) and Article 17.2 (g) of the PDP Constitution with effect from 14th September 2011.

“By this action, Dr. Fayose is cleared to enjoy all rights and privileges of a member of the PDP without let or hindrance,” the statement reads.

Mr Fayose is alleged to be interested in contesting the Ekiti State governorship election in 2014.

Mr Metuh further said that the NWC approved “the Constitution of a National Campaign Committee for the forthcoming Gubernatorial Election in Ondo State.”

According to him, “the 32 member Committee of eminent Nigerians has the Vice President of the Federal Republic of Nigeria, His Excellency, Arc. Mohammed Namadi Sambo, GCON as Chairman while the National Legal Adviser, Barrister Victor Kwon is the Secretary.”

Mr Metuh said the committee will be inaugurated by the party’s National Chairman, Bamanga Tukur in due course.

SaharaReporters has learned that security measures have been strengthened in volatile Northern Nigerian cities in order to guard against the kind of violence in Libya last night which claimed the life of the United States ambassador to that country.  
Reports said that Ambassador J Christopher Stevens and four other Americans were killed when militants, incensed about a US-produced film seen as having insulted Prophet Muhammad, attacked the Consulate with bombs and guns.
A top security chief in Northern Nigeria said that the heads of military and police commands in Kaduna, Kano, Sokoto, Borno, Bauchi, Plateau, Yobe, Adamawa, Gombe, Kebbi, Niger and Katsina States have been put on red alert against any protests that could generate into violence.
It was also gathered that they were instructed to bar any open demonstrations by religious groups, or political activities that could provide an opportunity for hostilities.
The source added that the latest development coincides with warnings of attempts by an unknown terrorist group to wage terrorist attacks in Sokoto.  Speculations to that effect have been rife in the area.
SaharaReporters has also exclusively gathered that all United States citizens on official assignments in troubled parts of Northern Nigeria have been alerted to be security conscious, and to take precaution.  A source in Abuja said the measure was taken as a means of making sure all US citizens are safe.
A diplomatic source who did not want to be identified said that other embassies in Nigeria, particularly those of the Western countries, have also taken similar measures.

Introduction of N5000 note will devalue the Naira – ICAN


The Institute of Chartered Accountants of Nigeria (ICAN) on Wednesday said the introduction of the proposed N5000 note by the Central Bank of Nigeria (CBN) will alter the pricing structure of products in the market leading ultimately to the permanent disappearance of the 5, 10, 20 and 50 naira notes (and even the proposed new coins) from circulation.

In a press statement, the institute said it commend the initiative of the CBN “to redesign the security features of the nation’s currencies with a view to reducing the huge annual royalties paid to foreign interests and also make the currencies extra secure. Such measure in our view will reduce currency counterfeiting and enhance the confidence of Nigerians in this medium of exchange.

“There is nothing fundamentally wrong with the idea to introduce the N5,000 as there are some benefits to be derived. Beside having the potential to reduce royalty payments on existing security features as well as the cost of printing and maintenance of the currencies, the initiative will enhance the profitability of the CBN and its ability to generate funds for the government. It is common knowledge that the CBN orders, prints, mints, handles and sells currencies to money deposit banks with which they carry out their intermediation functions. The margin between cost of printing and selling of currencies is one of CBN’s sources of fund. Although the cost of printing each denomination is the same, higher denominations are sold to banks at a premium and therefore, earn more for the CBN. Section 5(3) of the CBN Act 2007 requires that at year end, 75% of its net surplus must be paid to the Federal Government. Here lies an incentive to earn more money. In addition to this, the cost of cash management by banks will further reduce with positive impact on wealth creation.

“In spite of the above benefits, we are not persuaded that the N5,000 denomination should be introduced. At a time when the size of government deficit is about 2.8% of GDP (although within acceptable limit), the intention to spend N40 billion for this exercise appears to be both a waste of scarce public resource and misplacement of priority. Set against the benefits, the proposed expenditure of N40 billion will add little or no value to wealth creation. The subsisting budget deficit, financed largely with domestic borrowing at an unsustainable rate, and therefore crowding out available credits to the economy, can further be reduced by this huge expenditure of N40 billion, if redirected to the funding of infrastructural development.

“In our view, the introduction of N5000 note will eventually alter the pricing structure of products in the market leading ultimately to the permanent disappearance of the 5, 10, 20 & 50 naira notes (and even the proposed new coins) from circulation. The extinction of these smaller denominations will negatively impact the buying capacity and habits of low-income earners and the poor as goods and services will be priced above their levels. Sustained increases in prices may the unintended consequence.

“Also, we strongly advocate that the CBN should work towards strengthening the purchasing power of the naira through policy consistency. The steady slide in the value of the naira in relation to other currencies like the USA dollar, British pound sterling, etc, as an import-dependent country should be a major source for concern. As an import-dependent nation, when Nigeria converted to naira and kobo in 1973, the exchange rate was GBP£1=N2 and USA$0.30=N1. Today, the exchange rate is now GBP£1=N246.31, USA$1=N157.50. From the literature and empirical experience, devaluation benefits export-oriented economies. As a mono-product and import-dependent economy, we are most unlikely to benefit from the resultant devaluation that this initiative may unwittingly cause. Since the naira is not convertible, increasing the denomination will not check the perceived trend towards dollarisation.

“The CBN’s repeated change in its monetary policy rate is an indication of severity of inflation which it has been targeting for some time. If unemployment was lower, it would not have been a cause for worry given the established inverse relation between unemployment and inflation. To print more currency as envisaged without earning foreign revenue to support its value will put more inflationary pressure on the naira and lead to a diminution in its value. Indeed, one of the indices of a growing inflation, from economic history, is the creation of higher denominations as exemplified by Argentina, Peru, Poland, Russia, Democratic Republic of Congo, Angola, Zimbabwe, etc.

“The aforementioned press statement of the Governor did not indicate whether the introduction of the N5,000 notes will involve the printing of more currency notes to complement the existing quantity of money in circulation or it intends to substitute some smaller denominations with the proposed new note. It merely said that some currencies will be converted to coins. Whatever the intention, we shudder to think that the CBN plans to increase the quantity (volume) of money in circulation by introducing N5000 notes when the possible inflationary impact of this is common knowledge! Or does the CBN want to substitute higher denomination for smaller, more convenient, ones when Nigerians are yearning for enhanced value of the naira that will lead to the return of Kobo coins? Who is the beneficiary of a denomination that will stall transactions in rural Nigeria inhabited by 70% of the populace? Only the convenience of the elite and urban dweller will be assuaged. Following the CBN statistics that 90% of Nigerians’ cash transaction is less than N150,000, why substitute their preference for higher denomination? Is it not obvious that small transactions will be made more difficult if a proportion of each smaller denomination is eliminated?

“We are persuaded that the initiative will impair the modest gains recorded with the Anti-Money Laundering Act and the pilot cashless policy in Lagos which the institute expects to spread to the entire country by first quarter of 2013. The convenience of carriage of N5,000 notes will indeed, be an incentive, not disincentive, to carry cash. Such an incentive will defeat the acclaimed drive towards a cashless economy. If the international community perceives that we are lax in anti-money laundering agenda which higher denomination and convenience of carriage connote, we stand the risk of being the target of FATF initiatives including blacklisting with its attendant problems for the attraction of Foreign Direct Investment. This is an untoward route that we have taken before. It should be avoided.

“The heroines or amazons to be honoured- Mrs Funmilayo Ransome Kuti, Mrs Margaret Ekpo and Hajia Gambo Sawaba (of blessed memory) – deserve all the possible posthumous recognitions available because of the profound contributions and enduring legacy they made to humanity particularly, the less privileged. They represented the finest women of their era and even today, set against all best practice parameters, their achievements tower. Indeed, they were rich in ideas, principles and strong in character. As dogged fighters for the rights of the downtrodden, honouring them with the highest currency denomination belies their pro-proletariat stance. They never made any pretensions to pro-elitism and should not be painted in that light.

“Finally, the national economy is confronted with a lot of challenges requiring ingenious strategies to overcome. The cost of doing business is among the highest in the world; the very high unemployment of youths is creating a lot of social dislocations and security challenges (graduates of tertiary institutions are now hired as drivers and security guards!); double digit inflation, etc, have continued to impair the human development indices of Nigerians. These, in our view, are more critical issues for the CBN and managers of the Nigerian economy. This indirect devaluation of the national currency is unacceptable. Let’s work towards making the N1000 note the country’s highest denomination in the true spirit of a cashless economy,” the statement reads

They say victory loves careful preparation, right? Luck shone on Emeka John at the oddest of places…..a beer parlour. Well, Emeka is a trailer driver who was spotted drinking bottles of Star lager beer just at the right time and the right place. Unknown to him, Star was giving away instant gift prizes for Star drinkers through a raffle draw. Emeka was given some prizes including a raffle ticket to participate in Star TV Game Show in Lagos.

Emeka was flown to Lagos, all expenses paid, from his base in Benin, just to participate in the Game Show. Since Star Game Show is team-based, he was by sheer luck grouped alongside David Smith and Ugwu Chukwuemeka. At the end of the games, the trio emerged the winning team. Each team member pocketed N1 million for their victory. 



When he was asked about how he felt winning N1 million, Emeka did not waste time in announcing his resignation. He declared: “My days of working for other people are over. I will use this N1 million to buy my own truck.”

If indeed he truly plans to buy his own truck, we wish him well in his future endeavours as an entrepreneur. But if he just uttered those words on the spur of the moment or out of sheer excitement, we can only hope that his boss neither gets to watch that particular episode of Star Game Show on TV stations; nor read this particular post!

Worshippers Amazed As Woman Delivers A Colt At Church


Prayer session by members of World Liberation Ministry located at Evuoriaria
Community, off Benin-Sapele Road, ended up in confusion yesterday when a
woman gave birth to a horse-like creature.
The pony however came out dead from the woman. The identity of the woman
was hidden from journalists who visited the church. Some church members who
spoke with journalists said the woman was screaming during the prayer session
and they noticed that she was bleeding from the vagina before the horse finally
came out of her.
General Overseer of the church, Evangelist Rev. Silva Wealth said he was also in
shock and amazement at what came out of the woman. He said a revelation
came to him during prayer session that there was a woman with an issue and
that something was blocking her womb. Evangelist Silva said as prayers
intensified, the woman started screaming and bleeding and then the object
came out.
But he couldn’t confirm whether the horse was dead or alive because he didn’t
go near it. “I can’t describe the object. We have seen people vomiting several
things during our service, but not this type of thing. God has been blessing our
ministry with prophesies and miracles,” he said, adding that people rushed to
the church to catch a glimpse of the horse when news of the delivery filtered into
town.
The cleric who confirmed that there had been several prophecies in the church
said: “I wouldn’t know, I was not focusing on her and I didn’t go back to her after
the prayers. I have been in my office administering and counselling members.
“We have been having series of miracles in this church, but this was a surprise
to members who were present that morning.
I was amazed that it’s quite different from what we have been seeing during our
prayer sessions in which God has always intervened through various miracles.”
The woman was said to have gone for medical check up but Silva promised to
make her available to journalists. Meanwhile, elders and leaders of the Evboriaria
community have launched investigation into the strange delivery, described as
bizarre.

A non-governmental organisation, The African Film Consortium (TACF) is set to produce actors to take over the likes of top African actors like Omotola, Jim Iyke, Ramsey Nouah and others the continent is proud of. 
The group, which has its membership drawn from 20 countries including Ireland and UK, has its headquarters in The Gambia.
TAFC is geared towards cultivating
creative and cultural sentiments to guide
African film making. This includes: providing assistance through film grants, community development, film festivals, exhibitions, awards, youth empowerment projects and career development.

In order to achieve this, TAFC will start three major film projects September 2012 in Liberia, The Gambia and Cameroon. This films are designed to help discover and train new talents in acting as well as other crew in the film making business across Africa. 
The image maker of TAFC, Balah Omar told newsmen that efforts are being put together to ensure this initiative gets the needed awareness through the media across Africa.
The four major groups that will be connected to the foundation as it develops are: film makers and their networks, project volunteers, diverse community network/participating audience as well as sponsorship for individuals, organisations and public venues.

President Jonathan Arrives Abuja, Tells Aides First Lady Is Still Alive ...Sahara Reporters


SaharaReporters learnt that President Goodluck Jonathan arrived in Abuja last night after abruptly departing from a three-day tour of Malawi and Botswana. A source within the Presidency reported that the president retired to his private quarters at Aso Rock Villa after telling some close aides that his wife, Patience Jonathan, is still alive. Mrs. Jonathan was airlifted more than a week ago to a hospital in Wiesbaden, Germany.
Mr. Jonathan hastily left a state luncheon organized for him in Botswana and headed straight for the airport. After a short visit to a mine by helicopter, he met with the Nigerian community at the airport, and then boarded his presidential jet bound for Abuja.
Several sources in Malawi and Bostwana earlier told SaharaReporters that Mr. Jonathan’s surprise departure for Abuja left some members of his contingent wondering if the First Lady had passed on.
“Before he went into his residence today, the president told some of his senior aides that it is   his wife is still alive,” said a source in Abuja.
Calls and text messages to Mr. Jonathan's spokesman, Reuben Abati, were not answered.
Speculations remain rife in Abuja that the condition of the president's wife may have taken a dire turn.

New law: All houses in Lagos must be beautified


Lagos State Government has made it mandatory for occupiers of houses in the state to beautify the perimeter areas of their buildings.

Commissioner for the Environment, Mr. Tunji Bello, stated this at the inauguration of the Lagos State Parks and Gardens Agency at Alausa, Ikeja on Tuesday.

According to him “a violation of this would attract N250, 000 or the amount the state would incur if it decides to carry out the beautification, or six months imprisonment or other non-custodian sentences…also anyone caught felling trees in the state or trimming them without permission would be fined a minimum of N50, 000 or sent to one year imprisonment.”

He said, “It is also an offence to walk on lawns and gardens. Urinating, defecating in any  of the parks, gardens and open spaces; loitering or soliciting for illegal purposes, smoking and dumping refuse among others in the parks are also offences.”

The commissioner said the government had demonstrated commitment to environmental transformation by its massive greening programmes and would not relent in making the environment more beautiful.

He said the establishment of LASPARK was to create a structure for the beautification and landscaping of open spaces in the state as government had done with other agencies like LAWMA and LASAA.

He added that the state’s Parks and Garden Law of 2011 would enable the agency to function and build on the solid foundation laid by the Conservative and Ecology Department of the ministry.

He said, “As a matter of fact, we are structuring the state in such a way that ministries would formulate policies while agencies would implement and sustain them. We have about 89 agencies in the state and they are all performing well. Other states in the country are understudying them.

“LASPARK will maintain and manage all designated parks and gardens; carry out the general directives and policies of government in respect of parks and recreation centres among other duties.

“We are going to make the law available so that everybody will know what is expected of them. But we will not enforce the law now. We will do so after the traffic law is up and running.”

The General Manager of LASPARK, Olukunle Sotade, said the agency intended to collaborate with all sectors of the economy to build on the good foundation of the CE department.

He urged Lagosians to support the agency to succeed by obeying the parks and garden law.

N5000 note: Obasanjo is a good farmer but a bad economist – Sanusi


The governor of the Central Bank of Nigeria (CBN), Sanusi Lamido on Tuesday reacted to a statement credited to a former President, Olusegun Obasanjo, who said that the planned introduction of the N5000 note will increase inflation in the country.

Mr Obasanjo had on Thursday said the introduction of the N5000 note would kill production and affect small businesses negatively.

The former president, who disclosed this at a roundtable advocacy forum organised by the Institute of Directors, in Lagos, said the way, Mr Sanusi, was fighting inflation by removing money from circulation was improper.

However, speaking at the sixth annual conference of the Chartered Institute of Bankers of Nigeria, Mr Sanusi said Mr Obasanjo had introduced more high denomination in Nigeria than any other Head of State.

“General Obasanjo did N20; he did N100, N200, N500 and N1000. He has introduced more higher denomination than any Head of States,” Mr Sanusi said.

The CBN governor said that during the period Mr Obasanjo was introducing high denomination inflation in Nigeria was actually low.

“General Obasanjo did N100 in 1999; then he did N200 in 2000; he did N500 I think two years later; and did N1000. In that period, inflation was coming down because it was accompanied by very tight monetary and fiscal policies during his reforms.

“For somebody who have gone through that to come and stand up and say ‘introducing a higher denomination causes inflation’ I don’t know if somebody wrote his speech. I’m trying to see him or if he was misquoted.

“If he actually said that then he must be the single most important determinant of inflation in our history given the number of notes that he introduced,” he said

Mr Sanusi said printing higher denomination without increasing the money supply in the economy will not increase inflation. “This is simple economics,” he said.



He said that the cost of printing and minting all denomination of currency in 2009 was N47 billion and that by 2011 the CBN brought this cost down to N32 billion.

He said that by 2014 the cost would further be reduced to N25 billion thereby saving about 50 percent of the total cost of printing and minting all denomination of currency.

When the 29-man team arrived the Murtala Muhammed International Airport (MMIA) at about 2.30pm on Tuesday afternoon, there was no official of National Sports Commission on hand to receive them.

Some of the athletes, who spoke with Channels Television’s correspondent, said the government should accord them similar respect, reward as their able counterparts.

The Secretary General of the Nigeria Paralympic committee, Frank Thorpe insisted that preparations for the next Olympics in Rio de Janeiro must begin in earnest.
